8ea6bef98f Port Main.DSP to MainSettings
While trying to work on adding audiodump support for CLI, I was alerted that it was important to first try moving the DSP configs to the new config before continuing, as that makes it substantially easier to write clean code to add such a feature.

This commit aims to allow for Dolphin to only rely on the new config for DSP-related settings.

9f525d69c8 Jit: Raise program exception on floating point exceptions
This is done entirely through interpreter fallbacks. It would
probably be possible to implement this using host exception
handlers instead, but I think it would be a lot of complexity
for a rarely used feature, so let's not do it for now.

For performance reasons, there are two settings for this feature:
One setting which does enables just what True Crime: New York City
needs and one setting which enables it all. The latter makes
almost all float instructions fall back to the interpreter.

3ce5caf887 NetPlay: Split save and SD card write settings
This actually eliminates any setting pertaining to SD cards from the
NetPlay dialog, as it would effectively just be a duplicate of the
setting in the Wii pane, potentially causing confusion.

This also enables save data writing by default, as this is probably
what most players want, and should avoid them losing hours of progress
because they forgot to tick a checkbox.

SPDX standardizes how source code conveys its copyright and licensing
information. See https://spdx.github.io/spdx-spec/1-rationale/ . SPDX
tags are adopted in many large projects, including things like the Linux
kernel.

dad309d365 Disable ICache emulation for some games
Specifically, 'Scooby-Doo! Mystery Mayhem', 'Scooby-Doo! Unmasked', 'Ed, Edd n Eddy: The Mis-Edventures', and the Wii version of 'Happy Feet'.

The JIT cache causes problems with emulated icache invalidation in these games, resulting in areas failing to load.

Not strictly necessary, but it reduces memory usage a little,
and the next commit will make copying an Info object slower.

7749e8c10c Only automatically override SYSCONF settings when it has an effect
Any call to Config::SetCurrent will cause the relevant setting
to show up as overridden in the Android GUI, which can be confusing,
so let's not do it when the new value is the same as the original.

1b844067aa Back up Wii setting.txt and SYSCONF while emulating
When booting a Wii game, Dolphin can overwrite certain settings
in the SYSCONF file, such as turning off PAL60 for NTSC games.
Normally, these settings get reverted at the end of emulation, but
this does not happen if Dolphin crashes or force quits in some other
way. (Personally, I have a tendency to use Visual Studio's Stop
Debugging button, which kills the process...)

Dolphin also overwrites certain values in setting.txt when booting
a Wii game. Unlike with SYSCONF, we currently make no effort to
preserve the original values in this file.

This change fixes both of these problems by copying SYSCONF and
setting.txt to the Backup folder when booting a Wii game, and then
copying them back either when launching Dolphin (in case the
previous run of Dolphin crashed) or when ending emulation.

ad75215bb0 Fix several warnings
A small, nonexhaustive set of warning fixes. The DiscIO Volume change
is a workaround for a GCC bug [1] that causes returning an unengaged
std::optional to emit annoying -Wmaybe-uninitialized warnings.
This last change alone fixes pages upon pages of warnings since
Volume.h is included from several files.

-Wstringop-truncation is another irrelevant warning for us, but
unfortunately there seems to be no way to disable it without
adding ugly pragmas wherever the warning appears.

2d55a6b0b7 Add /dev/dolphin for homebrew to get information about Dolphin

561a4cfcce Replace "Override Language on NTSC Games" with "Allow Mismatched Region Settings"
This new setting is like Override Language on NTSC Games, except
instead of only applying to the GameCube language setting,
it also applies to the Wii language setting.

c0c0e412e0 Core/ConfigManager: Use forward declarations where applicable
Avoids dragging in IniFile, EXI device and SI device headers in this header which is
quite widely used throughout the codebase.

This also uncovered a few cases where indirect inclusions were being
relied upon, which this also fixes.

cf8b730c61 Core/BootManager: Disable bluetooth passthrough when booting NetPlay
Bluetooth passthrough does not and never will work on NetPlay, so we'll
just force the use of emulated bluetooth when booting in NetPlay.

5519efa66e NetPlay host input authority mode
Currently, each player buffers their own inputs and sends them to the
host. The host then relays those inputs to everyone else. Every player
waits on inputs from all players to be buffered before continuing. What
this means is all clients run in lockstep, and the total latency of
inputs cannot be lower than the sum of the 2 highest client ping times
in the game (in 3+ player sessions with people across the world, the
latency can be very high).

Host input authority mode changes it so players no longer buffer their
own inputs, and only send them to the host. The host stores only the
most recent input received from a player. The host then sends inputs
for all pads at the SI poll interval, similar to the existing code. If
a player sends inputs to slowly, their last received input is simply
sent again. If they send too quickly, inputs are dropped. This means
that the host has full control over what inputs are actually read by
the game, hence the name of the mode. Also, because the rate at which
inputs are received by SI is decoupled from the rate at which players
are sending inputs, clients are no longer dependent on each other. They
only care what the host is doing. This means that they can set their
buffer individually based on their latency to the host, rather than the
highest latency between any 2 players, allowing someone with lower ping
to the host to have less latency than someone else.

This is a catch to this: as a necessity of how the host's input sending
works, the host has 0 latency. There isn't a good way to fix this, as
input delay is now solely dependent on the real latency to the host's
server. Having differing latency between players would be considered
unfair for competitive play, but for casual play we don't really care.
For this reason though, combined with the potential for a few inputs to
be dropped on a bad connection, the old mode will remain and this new
mode is entirely optional.
