This actually eliminates any setting pertaining to SD cards from the
NetPlay dialog, as it would effectively just be a duplicate of the
setting in the Wii pane, potentially causing confusion.
This also enables save data writing by default, as this is probably
what most players want, and should avoid them losing hours of progress
because they forgot to tick a checkbox.
SPDX standardizes how source code conveys its copyright and licensing

tags are adopted in many large projects, including things like the Linux
kernel.
Any file which includes scmrev.h must be rebuilt when scmrev.h
is regenerated. By not including scmrev.h from any file other
than Version.cpp, incremental builds become a little faster.
Specifically, 'Scooby-Doo! Mystery Mayhem', 'Scooby-Doo! Unmasked', 'Ed, Edd n Eddy: The Mis-Edventures', and the Wii version of 'Happy Feet'.
The JIT cache causes problems with emulated icache invalidation in these games, resulting in areas failing to load.
We should only try to load a symbol map for the new title *after* it
has been loaded into memory, not before. Likewise for applying HLE
patches and loading new custom textures.
In practice, loading/repatching too early was only a problem for
titles that are launched via ES_Launch. This commit fixes that.
Fallback Region
A user-selected fallback to use instead of the default PAL
This is used for unknown region or region free titles to give them
the ability to force region to use. This replaces the current fallback region
of PAL. This can be useful if a user is trying to play a region free
tilte that is originally NTSC and expects to be run at NTSC speeds. This
may be done when a user attempts to dump a WAD of their own without
understanding the settings they have chosen, or could be an intentional
decision by a developer of a ROM hack that can be injected into a
Virtual Console WAD.

Other than the controller settings and JIT debug settings,
these are the only settings which were defined in Java code
but not defined in the new config system in C++. (There are
still a lot of settings that are defined in the new config
system but not yet saveable in the new config system, though.)
This will help to disable all inter-instruction dependencies.
So android users can check if only a single instruction is broken without compiling dolphin on their own.
This new setting is like Override Language on NTSC Games, except
instead of only applying to the GameCube language setting,
it also applies to the Wii language setting.

Since Dolphin can do NUS downloads over plain HTTP, we really don't
want people to be able to silently disable signature verification
indefinitely. Removing the setting shouldn't have any significant
negative impact now that signature verification always is disabled
when installing WAD files.
Avoids dragging in IniFile, EXI device and SI device headers in this header which is
quite widely used throughout the codebase.
This also uncovered a few cases where indirect inclusions were being
relied upon, which this also fixes.
This allows us to update the rich presence description if a channel
is launched from the Wii Menu. It also handles other PPC title
launches, e.g. Smash Bros. Masterpieces.

Because the GC language setting cannot be set to Japanese, we
need a special condition for Japanese GC games. I accidentally
removed it in PR 7816, but here it is again in a new form.
We could do the same thing with Korean GC games if we want to
(which we couldn't do before PR 7816), but due to how spotty
GameTDB is with having Korean names for Korean GC releases,
things will be more consistent if we just use English for them.
Instead of selecting languages based on the user config at the time
of TitleDatabase creation and merging the different languages into one
map for GC and one map for Wii, have one map for each language, and
have the caller supply the language they want. This makes us not need
the IsGCTitle function, which is inaccurate for IDs that start with D.
The difference between Dolphin's game IDs and GameTDB's game IDs
is that GameTDB uses four characters for non-disc titles, whereas
Dolphin uses six characters for all titles.
This fixes:
- TitleDatabase considering Datel discs to be NHL Hitz 2002
- Gecko code downloading not working for discs with IDs starting with P
- Cover downloading mixing up discs with channels (e.g. Mario Kart Wii
and Mario Kart Channel) and making extra HTTP requests. (Android was
actually doing a better job at this than DolphinQt!)
