  * Removing all python regex linters on the args, now that RPCMan can be used to generate any output, including the cli.cpp table
  * Auto-formatting and sanity checking the RPCExamples with RPCMan
  * Checking passed-in json in self-check. Removing redundant checks
  * Checking returned json against documentation to avoid regressions or false documentation
  * Compile the RPC documentation at compile-time to ensure it doesn't change at runtime and is completely static

  ### Bugs found

  * The assert identified issue #18607
  * The changes itself fixed bug #19250

  Signing a transaction can only happen when the transaction has inputs. A transaction with inputs can always be deserialized as witness-transaction. If `try_no_witness` decoding is attempted, this will lead to rare intermittent failures.

Checking for fHelp, or the size of the args, is dead code because:
* fHelp is always false (src/qt/test/rpcnestedtests.cpp)
* It is already implicitly called by RPCHelpMan::Check
  (src/rpc/mining.cpp, src/rpc/misc.cpp, src/rpc/net.cpp)

  This is split out from #18531 to just touch the RPC methods in misc. Description from the main pr:

  RPCArg names in the rpc help are currently only used for documentation. However, in the future they could be used to teach the server the named arguments. Named arguments are currently registered by the `CRPCCommand`s and duplicate the RPCArg names from the documentation. This redundancy is fragile, and has lead to errors in the past (despite having linters to catch those kind of errors). See section "bugs found" for a list of bugs that have been found as a result of the changes here.

f110b7c722 rpc: document returned error fields as optional if applicable
Affects the following RPCs:
- analyzepsbt
- estimatesmartfee
- signrawtransactionwithkey
- signrawtransactionwithwallet

For the RPC estimaterawfee, the description message was adapted
to match the other optional ones.

bd93e32292 refactor: Replace HexStr(o.begin(), o.end()) with HexStr(o)
HexStr can be called with anything that bas `begin()` and `end()` functions,
so clean up the redundant calls.

Pull request description:

  This PR continues and completes the work begun in #17700 working on issue #16000 to create a client-side version of RPC `generate`.

  Basically, `bitcoin-cli -generate` wraps calling `generatenewaddress` followed by `generatetoaddress [nblocks] [maxtries]` and prints the following:

  Quite a bit of test coverage turned out to be needed to cover the change and the different cases (arguments, multiwallet mode) and error-handling.

  This PR also improves some things that working on these changes brought to light.

Pull request description:

  This PR removes the `g_rpc_node` global, to get same benefits we see removing other globals and make RPC code more testable, modular, and reusable.

  This uses a hybrid of the approaches suggested in #17548. Instead of using `std::any`, which isn't available in c++11, or `void*`, which isn't type safe, it uses a small new `util::Ref` helper class, which acts like a simplified `std::any` that only holds references, not values.

  Motivation for writing this was to provide an simpler alternative to #18647 by Harris Brakmić (brakmic) which avoids some shortcomings of that PR (https://github.com/bitcoin/bitcoin/pull/18647#issuecomment-617878826)

Pull request description:

  The existing block generation rpcs for regtest, `generatetoaddress` and `generatetodescriptor`, mine everything in the mempool up to the block weight limit. This makes it difficult to test a system for several scenarios where a different set of transactions are mined. For example:
  - Testing the common scenario where a transaction is replaced in the mempool but the replaced transaction is mined instead.
  - Testing for a double-spent transaction where a transaction that conflicts with the mempool is mined.
  - Testing for non-standard transactions that are mined.
  - Testing the scenario where several blocks are mined without a specific transaction in the mempool being included in a block.

  This PR introduces a new rpc, `generateblock`, that takes an array of raw transactions and txids and mines only those and the coinbase. Any txids must be in the mempool, but the raw txs can be anything conforming to consensus rules. The coinbase can be specified as either an address or descriptor.

  This reopens #17653 since it was closed by mistake.

  Thanks to instagibbs for code suggestions that I used here.

  A small follow-up to #17165 which removed BIP70 support.

  1. Removes one leftover mention of BIP70 in a comment.
  2. Removes BIP70 reference in comments on network/chain name strings. These can be removed as they are not really helpful and also incorrect: BIP70 only defines "main" and "test" but not "regtest". If/When signet gets merged we will add another name to the list that is not defined in BIP70. Mostly there is also an exhaustive list of the options included in the comment anyway.

  If we would like to keep an identifier for this naming scheme, I would suggest switching to something more generic, like 'short chain name'. Happy to implement that if that is preferred. Alternatively, we could add a reference to `CBaseChainParams`. That would also mean we don't have to change these lines again for signet.

  Every single RPC call has a helper-section at the start, which throws a help string if the user asks for help or if the user provided too few/many arguments.

  ```

  which means we save roughly 3 lines per RPC command, and the `RPCHelpMan` instance is never referenced afterwards, so the approach is a tiny fraction cleaner.

  This is a complete update, sans a few special case locations that had special rules. 623 lines turn into 284 (which includes the addition to `RPCHelpMan`).

Calling getblocktemplate without the segwit rule specified is most
likely a client error, since it results in lower fees for the miner.
Prevent this client error by failing getblocktemplate if called without

Pull request description:

  The second commit in #13439 made the `TODO` in the first commit impossible to solve.

  The meaning of `fNewBlock` changed from "This is the first time we process this block" to "We are about to write the new *valid* block".

  So whenever `fNewBlock` is true, the block was valid. And whenever the `fNewBlock` is false, the block is either valid or invalid. If it was valid and not new, we know it is a `"duplicate"`. In all other cases, the `BIP22ValidationResult()` will return the reason why it is invalid.

  [BIP 22 - getblocktemplate](https://github.com/bitcoin/bips/blob/master/bip-0022.mediawiki#Transactions%20Object%20Format) specifies an optional flag, `required` if the transaction must be in the block.

  Luke's implementation #936 did not include this flag, and it was later added to the help description in #3246 (more than a year later) but the field was still never actually implemented. As far as I can tell, bitcoin core would have never actually included this in a `getblocktemplate` call, so it seems logical to remove it from the help description.

  If I am missing something or this is considered harmless - I can close the PR.

Break circular dependency: init -> * -> init by extracting shutdown.h
Most includers just wanted to react to pending shutdown.

This isolates access to `fRequestShutdown` and limits access to the shutdown
api functions, including the new `AbortShutdown` for setting it to `false`.

Note I originally called `AbortShutdown` `CancelShutdown` but that name was
already taken by winuser.h

  When `submitblock` of an invalid block, the return value should not be `"duplicate"`.

  This is only seen when the header was previously found (denoted by the incorrectly named boolean `fBlockPresent`). Fix this bug by removing `fBlockPresent`.

Drop the chain argument to GetDifficulty
This removes the need to include rpc/blockchain.cpp in order to put
GetDifficulty under test. GetDifficulty was called in two ways:
* with a guaranteed non-null blockindex
* with no argument

Change the latter case to be provided chainActive.Tip() explicitly.

Deprecate estimatefee in v0.16, for final removal in v0.17.

This commit introduces a phased removal of RPC methods. RPC method is
disabled by default in version x, but can be enabled by using the
`-deprecatedrpc=<method>` argument. RPC method is removed entirely in
version (x+1).

ba206d2c63 Deprecate confusing blockmaxsize, fix getmininginfo output
* This removes block-size-limiting code in favor of GBT clients
  doing the limiting themselves (if at all).
* -blockmaxsize is deprecated and only used to calculate an implied
  blockmaxweight, addressing confusion from multiple users.
* getmininginfo's currentblocksize return value was returning
  garbage values, and has been removed, also removing a
  GetSerializeSize call in some block generation inner loops and
  potentially addressing some performance edge cases.

ec6902d0ea rpc: Push down safe mode checks
This contains most of the changes of 10563 "remove safe mode", but doesn't
remove the safe mode yet, but put an `ObserveSafeMode()` check in
individual calls with okSafeMode=false.

This cleans up the ugly "okSafeMode" flag from the dispatch tables,
which is not a concern for the RPC server.

  Audited where named args will fail to use correct default values or may fail when additional optional arguments are added.

  Previously for these parameters, it was fine to omit them as positional arguments, but it would trigger UniValue runtime errors to set them to null, or to omit them while passing named parameters with greater positions (which would internally set earlier missing arguments to null). Now null values are treated the same as missing values so these errors do not occur.

  Included a few other small fixes while working on it.

  I didn't bother fixing account-based rpc calls.

fd29d3df29 Remove checking of mempool min fee from estimateSmartFee.
This check has been moved to the wallet logic GetMinimumFee. The rpc call to
estimatesmartfee will now no longer return a result maxed with the mempool min
fee, but automated fee calculations from the wallet will produce the same result
as before and coincontrol and sendcoins dialogs in the GUI will correctly
display the right prospective fee.

changes to policy/fees.cpp include a big whitespace indentation change.

3babbcb487 Remove confusing MAX_BLOCK_BASE_SIZE.
Some people keep thinking that MAX_BLOCK_BASE_SIZE is a separate
 size limit from the weight limit when it fact it is superfluous,
 and used in early tests before the witness data has been
 validated or just to compute worst case sizes.  The size checks
 that use it would not behave any differently consensus wise
 if they were eliminated completely.

Its correct value is not independently settable but is a function
 of the weight limit and weight formula.

This patch just eliminates it and uses the scale factor as
 required to compute the worse case constants.

It also moves the weight factor out of primitives into consensus,
 which is a more logical place for it.

df7e2f057b rpc: Move the generate RPC call to rpcwallet
This makes it possible to mine to any wallet when multi-wallet mode is added.
Solves the same problem as #10649, but IMO in a cleaner way.

It also gets rid of the circuitous `ScriptForMining` method on
`CValidationInterface`, which really doesn't belong there.

After this change it's still possible to mine without wallet through
`generatetoaddress`.

3ee76d6de5 Introduce a scale factor
For the per confirmation number tracking of data, introduce a scale factor so that in the longer horizones confirmations are bucketed together at a resolution of the scale.  (instead of 1008 individual data points for each fee bucket, have 42 data points each covering 24 different confirmation values.. (1-24), (25-48), etc.. )

3810e976d6 Rewrite estimateSmartFee
Change the logic of estimateSmartFee to check a 60% threshold at half the target, a 85% threshold at the target and a 95% threshold at double the target. Always check the shortest time horizon possible and ensure that estimates are monotonically decreasing.  Add a conservative mode, which makes sure that the 95% threshold is also met at longer time horizons as well.

c7447ec303 Track failures in fee estimation.

4186d3fdfd Expose estimaterawfee
Track information the ranges of fee rates that were used to calculate the fee estimates (the last range of fee rates in which the data points met the threshold and the first to fail) and provide an RPC call to return this information.

4f15ea102d Check transaction count early in submitblock.
There is no point in even hashing a submitted block which doesn't have
 a coinbase transaction.

This also results in more useful error reporting on corrupted input.

e6dcfeec05 refactor: Move GetDifficulty out of rpc/server.h
It has no business in `rpcserver.h`. Define it in the interface header
of the implementation unit `rpcblockchain` where it is defined.

Also modernize the signature to:

    double GetDifficulty(const CBlockIndex* blockindex = nullptr);

(remove `extern`, replace `NULL` with `nullptr`)

abe7b3d3ab Don't require segwit in getblocktemplate for segwit signalling or mining
Segwit's version bit will be signalled for all invocations of CreateNewBlock,
and not specifying segwit only will cause CreateNewBlock to skip transactions
with witness from being selected.

f9b9371c60 [rpc] Remove priorityDelta from prioritisetransaction
This a breaking API change to the prioritisetransaction RPC call which previously required exactly three arguments and now requires exactly two (hash and feeDelta).  The function prioritiseTransaction is also updated.
