fix testmempoolaccept CLI syntax

`testmempoolaccept "hexstring"` will give a "JSON parse error". The correct syntax is `testmempoolaccept \[\"hexstring\"\]` (but seems escaping is not displayed in other areas so leaving backspaces out).
